2025 Board of Directors Candidates – Area 3
Gail Burcell
I hope to continue serving on the United Indian Health Services Board of Directors as an elected community representative.  Over my first 3-year term, I have become familiar with processes necessary to make informed policy decisions to maintain and expand our services, while continuing to advance and improve the quality of healthcare provided.  I want to keep supporting UIHS in efforts to offer our community high-caliber and culturally sensitive healthcare. 
As a client, board member, and former employee of UIHS, I want to see outstanding healthcare given to all eligible Indian beneficiaries so that UIHS is their first choice for care, and we can attract quality providers who want to deliver that care to our unique population.  I am retired and able to devote the time and attention necessary to focus on preparation required for knowledgeable participation at committee meetings and twice-monthly Board meetings.  I have also had the opportunity to attend training sessions and conferences which help to keep me current with issues facing healthcare in general and, specifically, as related to Indian country.  
As a Karuk tribal member, I believe that serving on UIHS Board of Directors is my way of honoring those who came before me and all my relations, in addition to current and future clients, while providing oversight to an organization striving to deliver the best services possible for our community.  I look forward to again being selected as a community representative for Area 3.

Madison Flynn
Hello, my name is Madison Flynn, and it is with great enthusiasm that I respectfully submit my candidacy to serve on the UIHS Board of Directors for Area 3. I have had the privilege to serve on this board before and hope to do so again. I am Wiyot and Yurok and an enrolled member of the Wiyot Tribe. I was born in Eureka and was raised by my grandma on the Table Bluff Reservation.
I continue to serve the local health community to assure that our community is being included in conversations that include workforce development and education. I was on the Humboldt County Behavioral Health Board and recently, I became a member of the Greater Eureka Chamber of Commerce to further ensure our communities and culture are being recognized and included in these conversations. I earned a Master of Business Administration degree with an emphasis in Strategic Sustainability at Cal Poly Humboldt and am proud to be able to serve my community through my education. It is my passion and life’s work to promote our culture, self-sufficiency and access to healthcare and education.
Lastly, as we look to the future, our long-term sustainability will be predicted upon our ability to adapt to a rapidly changing environment. With your support, it would once again be a privilege to be your Area 3 Representative and continue to ensure that your voice is being heard. Thank you!

Hello UIHS Client. My name is Carol De Lorme Larsen. I am asking for your VOTE to represent Area 3 Indian Community Representative on the UIHS Board of Directors.
The past three years on the Board has given me the opportunity to advocate and speak up about your health issues based on client and community feedback. Also, to fight for community health care concerns regarding UIHS Indian clients. Your vote is important. If I am re-elected, I will continue to work to make good sound decisions that benefit you and the UIHS community at the local, state, and federal levels. It is imperative for me to stand up and fight for our right for quality healthcare because of the legal trust obligations owed to Indians through treaties and statues.
I have over 32 years of related experience working in health care with the UIHS Board and staff in the areas of policy development, financial budgeting, internal controls, financial statements, and organizational aspects of how UIHS functions. I supported the new facilities to increase access, acquiring a better Electronic Health Record application that will interact with local hospitals and laboratories, increasing health services such as physical therapy, vision, and more.

A United Indian Health Services, Inc. (UIHS) Board Member is responsible for guiding the organization’s mission, ensuring quality healthcare for Native communities. They attend meetings, review policies, oversee finances, and advocate for improved services. Board members must engage with tribal communities, uphold transparency, and ensure cultural relevance in healthcare programs. Commitment to ethical leadership, strategic planning, and public service is essential to shaping UIHS’s future and maintaining its long-term success.
