United Indian Health Services (UIHS) Inc. is a nonprofit health care organization that provides full scope ambulatory clinic care in Humboldt and Del Norte counties. UIHS operates 10 clinic locations.

I. Project Purpose & Goals

The purpose of this Request for Proposals (RFP) is to invite individuals and/or companies who specialize in construction project management to submit proposals to our organization. This will be a time and material request focusing on a contractual relationship for services.

United Indian Health Services Inc. is a 501 (c)3 non-profit corporation which desires to contract for a qualified Project Manager (PM) to assist in the development and completion of new clinic sites and the remodel of existing sites. The firm (UIHS) is in the process of completion on the following projects:

  • Finalization of the remodeled Medical and Dental buildings located in Eureka, CA.
  • Addressing the inclusion of a recent acquisition consisting of four buildings in our overall plan of expansion. The properties are in one complex and will be included in operations as tenant leases are terminated. We presently have access to two of the four properties.
  • Take management control of our main site renovation/remodel- PHV. This will be a collaboration with present contractors and the Facilities Manager who reports to the Chief Financial Officer.
  • Oversight of our Eureka aquatic center acquisition presently seeking funding.

The selected Project Manager will provide oversight to present construction projects and recommend strategic input on any new projects. The target is for completion of all projects in place by the calendar year ending 12/31/2025. Collaboration with the Facilities Manager is part of the contracts and recommendations on new facility management projects are encouraged.

This role is responsible for the overall direction, administration, completion, and financial guidance of construction projects. The PM Oversees, directs, and manages the general contractors and contracted consultants responsible for developing project scope, budget, and schedule, to establish operational priorities for each clinic facility. The PM will work with a Team at UIHS. The contract will lie within the facilities budget, under the facilities manager who budgets and reports directly to the Chief Financial Officer. Primary area – focus in Humboldt County- five sites under current renovation, emergency generator upgrades, and potential future projects as needed.

III. Selection Criteria

The ideal Project Manager:

  • Has experience in overseeing and project managing building construction projects for healthcare facilities.
  • Has great strategic project planning skills.
  • Proficient budgeting and cost management skills.
  • Works well with cross-functional teams.
  • Ensures quality control.
  • Is familiar with CalOSHA and other standards impacting clinics.

Submission Timeline

Proposals must be received no later than March 28, 2025 5:00 p.m. If an insufficient number of bids are received, the RFP maybe reposted to extend time and obtain additional proposals.

Submission Criteria

A submission must, at a minimum, include the following elements:

  • Description of the firm that includes a general overview, names and credentials
  • A one-page narrative outlining the vendor’s strengths and distinguishing skills or capabilities as they might relate to this RFP.
  • A representative selection of previous similar projects.
  • A projected cost for the anticipated completion of work to project manage 5
    facilities. The bid should outline a time period, key milestones, and overall cost to accomplish objectives.
